Add AGENTS.md and convert README from AsciiDoc to Markdown
AGENTS.md documents the non-obvious knowledge needed to work in this repo: Fossil SCM usage (not Git), the dead client-side Markdown rendering pipeline, the version1/ legacy archive, content navigation flow, Markdown authoring conventions, and several latent bugs (favicon typo, broken history.back() links, mislabeled CSS).
